Pat Kirwan, Deputy Director & Head of Risk Management and Operations at National Treasury Management Agency/State Claims Agency was one of the speakers at the Leman Consulting “Future of Law and Legal Technology” forum at the AVIVA stadium on Thursday 30 November.

Mr Kirwan explained to the audience that as a public body representing 600 state and semi state bodies with some 200,000 staff the State Claims Agency (part of NTMA) handles a little under 6,000 legal claims every year. Born out of the army defence claims several decades ago, the State Claims Agency has now adopted litigation prevention methods to reduce damages claims and legal costs.

The State Claims agency operates a distinct legal risk management to identify the cause of large scale claims and then close off the source of the claims. The stand out example given was the €78m saving since adopting preventative measures on army deafness claims which would have purchased 56 armoured personnel vehicles or 3 navy ships.
